In order to construct any type of building, the land must be classified as a settlement zone. Here's a breakdown of the different land categories:

1. Agricultural Land

This type of land is designated for farming purposes only. In Goa, agricultural land mostly consists of paddy fields, which are vital not only for growing rice but also for maintaining the groundwater levels and preventing floods during the monsoon season. Because of their importance, filling or altering these fields is prohibited.

What permissions are needed for construction? Before starting construction, a SANAD (land use certificate) must be obtained from the Collector. Afterward, permission must be obtained from the TCP, and finally, a construction license must be issued by the Panchayat.
